Under the supervision of the Head, Information Design & Technology Solutions unit, and in close guidance and collaboration with the UNDRR Bonn office, the incumbent will translate the design and requirements of the new system into functions and features: Plans and directs the DTS project and major components of these complex systems which typically impact large or multiple user groups. Provide technical leadership on the system architecture and technology solutions for implementation and recommend open-source licensing arrangements for distribution of the solution to interested member states. Develop quality software code in line with industry standards and commitments to open source for Digital Transformation as promoted by the UN system. Research, analyze and evaluate new and emerging tools and technologies; make recommendations for their use for DTS in line with UNDRR’s current technology environment and end-user/ member states data and digital maturity levels. Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. Tracks and monitors project progress against plan, requirements, quality measures, standard and compliance processes; liaises with users on all aspects and during all phases of development and implementation. Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established adhering to UNDRR requirements. Develops, implements and monitors information standards and guidelines, including testing paradigms. Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. Facilitates communications between ITSD and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms. Participates in planning and preparation of the budget, work program and spending plan. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. IT Service Management certification (ITIL Foundation or similar) is desirable.

A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Experience in multi-developer environment with knowledge of backend work using Node.js, Java or Haskell is desirable. A minimum of three years of demonstrated experience in a multi-developer environment with knowledge of front-end web development (HTML, Cascading Style Sheet (CSS), and any JavaScript dialect/frameworks) is desirable. At least 2 years of experience in data analytics, especially related to disaster/disaster risks or related area is desirable. Experience working with user experience (UX) and user interface (UI) principles and artifacts is desirable. Hands-on technical experience in at least seven (7) or more of the following technologies is desirable: ? Spring, ? Web services, ? Git, ? MySQL, ? PostgreSQL, ? English and French are the two working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
