Within delegated authority, the Training Officer will be responsible for the following duties: ? Oversees the design, development, delivery and evaluation of training, learning and development programmes for field mission personnel, to support mandate implementation, with emphasis on activities relevant to the transition phase; provides support to Subject Matter Experts in the development and design of learning activities. ? Works closely with mission components to establish staff development strategies, based on mission mandate and whenever requested, takes the lead in streamlining mission processes, including the identification of performance gaps and related learning solutions. ? Coordinates the preparation of an annual Mission Training Plan that addresses special-to-mission training needs and the priority strategic and job-specific and technical training priorities transmitted from headquarters, while minimizing duplication, ensuring that the comprehensive Mission Training Plan is developed, has the appropriate resources allocated, and is implemented. ? Assesses and determines organizational and programme needs for new or modified training policies or practices, including specific requirements for the transition and liquidation phases of the mission; conceiving, formulating and testing new approaches, processes or techniques, advocating the learning strategy and policies; and planning and monitoring the introduction of changes to training and practices. ? Coordinates the preparation and implementation of the mission training budget in accordance with the Mission Training Plan and other planning documents including the Result-Based Budget, provides and ensures that resources are allocated appropriately and that appropriate contractual mechanisms are developed, monitored and implemented, and so that training is cost-effective and has the maximum operational impact. ? Monitors the implementation of the Mission Training Plan and regularly updating the mission Senior Management on implementation and constraints. Ensures the periodic evaluation of mission-conducted training. ? Manages and coordinates the work and the performance of the Training Unit in the mission, including identification of training and development opportunities. ? Performs other duties as required.

Advanced university degree (Master’s degree or equivalent), preferably in training and development, management, public or business administration, or a related area such as education or social science is required. A first-level university degree in combination with two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven (7) years of progressively responsible experience in learning and development, adult learning, training or a related area is required. At least three (3) years of supervisory experience is required. Experience working in a multicultural or international work environment is desirable. Experience working in or for a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in designing and managing blended training programs with hybrid classrooms is required. Planning and building Web based training plans and programs is required.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of French is desirable.
