Within delegated authority, the incumbent will be responsible for the following duties: - Plans and manages different types of evaluations as per the ECE Evaluation Policy, UNEG Norms & Standards, and ECE Evaluation Plans approved by the Executive Committee. Prepares UNECE’s cost evaluation plans; manages the Evaluation Fund. Manages evaluation consultants evaluating ECE projects and subprogrammes and seeks to expand the pool of consultants. - Acts as UNECE focal point for all evaluation and audit items presented to the Executive Committee (Evaluation Policy, Evaluation Plans, Management responses, Annual report on evaluation). - Acts as UNECE focal point for external evaluations, internal and external audits, joint evaluations, as well as other evaluative exercises relevant to UNECE’s mandate. - Monitors and updates implementation of evaluation and audit recommendations, through the coordination of biannual progress reports in the relevant platforms. - Supports the risk management of the organization through the development and update of the risk register and risk treatment plans. - Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc. - Updates the UNECE Evaluation Policy for approval by the Executive Committee when required. Promotes use and uptake of evaluation findings, through the Annual exchange on evaluation and other avenues. - Keeps abreast of developments and innovations in evaluation, performs analysis and presents information gathered from diverse sources. Contributes to the UN Evaluation Group on behalf of UNECE. - Is the data focal point for evaluation, audit and risk management, using corporate UN software and exploring new tools. Leads the experimentation, development, and replication of AI/machine learning applications for evaluation purposes. Leverages these means for supporting and enhancing value for money and credibility of UNECE evaluations. Provides quality assurance concerning qualitative data management and analysis. - Supports the preparation of planning processes including the Proposed Programme Budget and provides substantive support to relevant inter-governmental and expert bodies. - Performs other duties as required.

An advanced university degree (Master's degree or equivalent) in business administration, evaluations, public administration, management, economics, or other relevant disciplines is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in project or programme management, evaluation, administration or related area is required. Three years of experience in evaluation, audit or budgeting in an international organization is required. Experience in data analytics or related area is desirable. Knowledge of AI applied to evaluation is desirable. Experience in the planning and preparation of programmes and budgets in an international organization is desirable. Experience in managing and conducting different types of evaluations or audits is desirable. Experience in liaising with intergovernmental and expert bodies is desirable. Experience in using financial management systems is desirable. Experience in risk management in an international organization is desirable.
English and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required and knowledge of Russian or French is desirable.
